CryptSync synchronizes two folders while encrypting the contents of one of them. You work with the unencrypted files in one folder, and CryptSync keeps the other folder filled with encrypted copies.
Pointing the encrypted folder at a Dropbox, OneDrive or similar sync folder means the cloud provider only ever stores encrypted files. It comes from Stefan Küng, the developer of TortoiseSVN, and suits Windows users who want to keep using an existing cloud service without trusting it with readable data.
