GitHub Pull Requests connects Visual Studio Code to GitHub and GitHub Enterprise so you can list, browse, check out and review pull requests with in-editor comments, and browse issues, without switching to the browser.

It adds hover cards and completion for users and issues, a "Start working on issue" action that can create a branch, and code actions that turn TODO comments into issues. It suits developers who already work in VS Code on GitHub-hosted repositories.
