Magics plots contours, wind fields, observations, satellite images, symbols, text, axes and graphs. It accepts data including GRIB, BUFR and NetCDF, as well as data retrieved from an ODB database, and can save plots as PDF, PNG, SVG and other formats.
Use its Python or Fortran interfaces, or access it through Metview. The source is released under Apache License 2.0, with installation instructions and current release downloads provided by ECMWF.
