About SqlPackage

SqlPackage is a command-line tool that exposes parts of Microsoft's Data-Tier Application Framework (DacFx). It is used to move databases between servers and to deploy schema changes for SQL Server, Azure SQL and Azure Synapse Analytics.

Typical jobs include extracting a database to a package, publishing a package to a target database and generating deployment scripts. It can be run by hand or automated in Azure Pipelines, GitHub Actions and other CI/CD tools, which makes it useful for database developers and DBAs.
