IrfanView is a few megabytes and opens a large image before a modern viewer has finished drawing its splash screen. Plugins extend it to essentially every format, and it does batch conversion and renaming, simple editing, screen capture, scanning and slideshows.

It is free for private and educational use; commercial use requires a licence. One author has maintained it since 1996, which is both its charm and its risk.
